Meet Victor

Since joining REDW in 2020 to head the firm’s Oklahoma office as Director of Oklahoma Tribal Services, Victor has dramatically expanded REDW’s service to clients throughout the region, especially in Indian Country. After being elevated to Principal in 2022, Victor continues to work closely with clients to develop and apply smart strategies for ensuring their long-term financial success. A skilled negotiator and strategist, Victor’s business development activities include acquisitions, joint ventures, strategic alliances, securing corporate financing, and divesting assets.

Previously, Victor served as Chief Financial Officer for the Absentee Shawnee Tribe of Oklahoma and in other leadership positions with the Tribe, including as CFO of its Tribal Health System. He applied his financial acumen to improve profits  while reducing costs, and successfully led efforts to expand both commercial and healthcare facilities in metropolitan, suburban and rural environments.

In 2017, in collaboration with the Native American Financial Officers Association (NAFOA), Victor formed the non-profit Oklahoma Tribal Finance Consortium (OTFC) and continues to serve as its president. The OTFC brings together tribal finance and economic leaders from all 38 of the federally recognized tribal nations headquartered in Oklahoma and focuses on providing financial and economic education to tribes, with an emphasis on collaboration that strengthens organizational finance and fosters economic development.

In 2019, the OTFC released the first Oklahoma Native Economic Impact Study, which was conducted by a third-party economist and reported FY17 tribal activities in Oklahoma as having a $12.9 Billion impact on the state. The OTFC has also partnered with Oklahoma State University’s Spears School of Business and the University of Oklahoma to create a Tribal Finance Certificate Program.

As president of the OTFC, Victor was instrumental in launching and promoting the 2022 Oklahoma Native Economic Impact Report, a independent study that captures the substantial and ongoing value tribal communities bring to the state.

Community Involvement

Victor gives back to his community by serving on such nonprofit boards and committees as Tele-Health Alliance of Oklahoma (TAO); Mustang Church of the Nazarene - Church Board and Finance Board; Juvenile Diabetes Research Foundation (JDRF Oklahoma Chapter); Central Oklahoma Integrated Network System (COINS); United Way; and as a Mentor with Positive Directions.
