Meet Cliff

Cliff leads the firm’s Compensation Consulting practice as part of the Human Resources Consulting team, backed by more than 20 years of public sector/government experience in the fields of compensation and organizational development. He is responsible for handling key HR areas for clients in State & Local Government, including classification and compensation, labor and employee relations, organizational development, and talent acquisition.

Prior to joining REDW in 2022, Cliff held the top compensation position in the State of New Mexico, directing classification projects and compensation surveys for all state agencies and classified service employees. These included:

  • Creating new occupationally-based classification and salary structures that allowed New Mexico to become more competitive with the external job market; and
  • Creating and implementing hundreds of new job classifications, both individual and family series, to capture the work being performed in state government.

Cliff has served as a consultant to cabinet-level management and all levels of HR management and is a resource for collective bargaining matters. In this role, he prepared compensation distribution plans and recommendations to the governor’s office regarding annual union negotiated pay increases. Prior to his last position, Cliff also gained experience in the NM Department of Health and the NM Children, Youth and Families Department and started his own consulting firm specializing in organizational development and human resources management for public government and business clients.
