Oregon’s Qualified Jobs Creation Tax Credit: Is Your Business Eligible Before the Oct. 31 Deadline?

September 10, 2026

Oregon’s new Qualified Jobs Creation Tax Credit offers eligible employers up to $10,000 for growing their workforce in 2026 — but only businesses in seven specific industries qualify, and the application window closes October 31.

Which Oregon Businesses Qualify for This Credit?

The Qualified Jobs Creation Tax Credit, established through Senate Bill 1507 and House Bill 4084 during the 2026 legislative session, is built for employers in these seven industries:

Advanced Manufacturing

Manufacturing that applies automation, advanced materials, or new technology-enabled production methods. Routine assembly, basic fabrication, or administrative functions alone do not qualify under Business Oregon’s program rules.

Bioscience and Biotechnology

Businesses focused on the research, development, manufacture, or commercialization of products derived from biological systems, including medical devices, pharmaceuticals, and agricultural biotech.

Clean Technology

Businesses that manufacture, research, or provide products or services that enable renewable energy, reduce environmental impact, or lower energy consumption.

Food and Beverage Processing

Companies involved in the commercial processing and packaging of food and beverage products.

Forestry and Wood Products

Businesses engaged in timber tract operations, logging, or the manufacturing of wood and paper products.

High Technology

Companies engaged in software publishing, data processing, computer system design, internet publishing, or semiconductor and electronics manufacturing.

Outdoor Gear and Apparel

Businesses primarily focused on designing, manufacturing, or wholesaling equipment and clothing specialized for outdoor recreation.

Top 3 Questions on Oregon’s Qualified Jobs Creation Tax Credit

How Much Is the Credit Worth?

Eligible employers can receive a $1,000 state income tax credit for each net new Oregon job, up to 10 jobs per taxpayer per year — a maximum of $10,000 annually. To count toward the credit, a position must pay at least 150% of the applicable Oregon minimum wage for the county where the employee primarily works.

Net new job growth is measured by comparing a taxpayer’s average employment for the 12 months ending June 30, 2026, against the same period the year before.

Why Timing Matters Beyond the October 31 Deadline

Applications for the 2026 tax year opened September 1 and close October 31, 2026. But the deadline isn’t the only constraint: statewide certifications are capped at $12.5 million annually, and this cap applies to tax years 2026 through 2031. If approved requests exceed that amount, credits will be reduced proportionately across all applicants. Businesses that wait until the final days of the window risk applying into an already-strained cap.

How Does Certification Work?

Before claiming the credit on an Oregon tax return, employers must receive written certification of eligibility from Business Oregon. Applications are submitted through Business Oregon’s online portal, and only one application may be submitted per taxpayer per tax year.

Not Sure Where Your Business Fits?

The industry definitions above involve some judgment calls — a company can qualify through an approved NAICS code or a written explanation of how its primary business activity fits one of these categories.

If you’re an Oregon employer weighing whether your recent hiring qualifies, REDW’s Tax team is here to help you work through eligibility and the certification process before the window closes.
